Hello,
Whenever I run the disk check for my C drive, it first tells me that I have
to schedule it to run at start up. I schedule for start up and then it just
keeps checking and never stops. When I run it for my D drive, it runs fine. I
have done a fresh install a couple of times in the past four years. What
could be causing my problem?

Take a peek here:
http://www.updatexp.com/windows-xp-chkdsk.html
One of the reasons that I recommend that particular site is because they
must have spent some time in the trenches as well. While the /r switch
implies the /f it doesn't always work as intended and adding the switch does
no harm but, instead, just ensures that it will do it.
So basically what you're going to do (or should do rather) is this:
start
run
type "cmd" without the quotes
hit enter
type "chkdsk c: /f /r" hit enter
at the prompt schedule it for the next reboot
reboot
get a cup of coffee or go to bed (it's going to take a while and with the
size of today's drives it could take quite a while depending on the data and
the amount of errors that you have.)
