I downloaded a font and tried to change the title bars to display text with
that font, it dislplays some other font. Any suggestions?

It is installed. I can use it in Word and it appears on the list of fonts I
can select from. It just displays a different font in the title bars of
windows.

The mystery "font" may be not suitable for by Windows GUI. No idea as to
why a normal font wouldn't work, so have to guess the "font" isn't
normal in some manner and so Windows grabs another and uses that.
