Where can I set the option for XP to reopen all applications that were open
when I last shut down Windows?

Hi,
There is no such option, except for one to reopen Explorer ("restore
previous folders window at logon" under folder options/view tab).

It's called hibernate. See Start, Help and Support, Hibernate.
