Are newsgroups normally included with the ISP service provider?

I had them for a long time & now they are no longer available with the ISP I
am using.

No, not all ISPs offer a newsserver.

Normally? There's really no "normally." It depends on the ISP.
Many, but not all, provide you with a free news server. That's
one of the differences between ISPs, and whether a particular ISP
does or not (and if so, how many and which newsgroups it
provides) is one of the things that should be considered in
choosing an ISP.

If your ISP doesn't, there are several other general purpose news
servers which are available to you, and some of these are free;
however these free news servers usually carry fewer newsgroups
than what a good ISP will provide. A google search should turn up
several such choices.

Over and above the general news servers, some companies
(Microsoft, Corel, etc.) have their own news servers; these don't
carry all the regular newsgroups, but just those related to the
companiy's products. Microsoft's news server (where you can get
this newsgroup, for example) is msnews.microsoft.com.
