The modem compatability posted above got me up and working. Although my
windows server detected and installed drivers for my USR5686 faxmodem
AND windows could communicate with the modem and dial out through it, I
still saw this error message. Updating to drivers from usr.com solved
my hiccup and we're faxing at will.
