Hello, Paul.
You posted to an Outlook Express-specific newsgroup but we'll try to get you
started on resolving your problem in WinXP SP2.
When you get the "Send an error report" prompt, look for a "Details" or
"Additional information on this error" link or button and click on it. Copy
down what it says (e.g., Ixplore.exe caused a _______ in doodah.dll) and
post it in a reply to this thread.
When you subscribed to this service, did you need to install any additional
software?

That's kewl, we don't need the "gobbledegook" anyway. <wink>

Assuming that's a typo AppName is really 'iexplore.exe':
1. Try deleting Temporary Internet Files.
IE Tools > Internet Options > General > Temporary Internet Files >
Delete files (accept the option to delete all offline content)
2. If no joy, you may have a corrupt cache.
Log on as Administrator > With no other windows open, navigate in Windows
Explorer to C:\Documents and Settings\UserName\Local Settings and delete the
folder named 'Temporary Internet Files'.

Unfortunately, none of the variations on what the pages tell me
work. I can't find anything to do with Offset: 00078f53

This seems to be part of a service that is provided by a broadband
service. I would suggest getting in touch with them. If the OP is paying
for a special service, the service providers should provide support.

Forget about "Offset: 00078f53".
Did you delete Temporary Internet Files?
Did you log on as Administrator and delete the Temporary Internet Files
folder (not the contents of the folder) in your User Profile and reboot?
