Network files going to recycle bin

I know that if you delete a file from the network, it is permanently deleted.
Is there a way to tweak the OS so the files goes to your computer recycle
bin?

I know you can buy third party software that acts as a middle man and stores
any deleted file in their own recycle bin. We may have to go that route if
there isn't something that can be done without a fee. If that is the case,
any suggestions on what software to use?

Undelete®
The Windows recycle bin doesn’t capture every deleted file, most notably
server-based files deleted by network users. Undelete protects your
files by replacing the recycle bin with a Recovery Bin.
