I want to change hard drives but I don't want to do a mirror. Do I need to
call and get a new product code and activation code? Can This be done with an
OEM version of windows xp home? and does anyone know the phone number to call?

Exactly what type of OEM?
Generally you follow the procedures of the computer manufacturer.
If it is generic OEM, simply install normally and follow the activation
prompts.
Attempt internet activation.
If internet activation fails, choose the option to activate by phone.
The correct phone number for your region will be displayed.

If you are just changing the hard drive, you can consider using a disk
cloning utility. Most hard drive manufacturers have such a utility. It is
either delivered on CD in their retail hard drive kits or available for
download from their web sites. If you can locate one from the hard drive
manufacturer, then take a look at Norton Ghost.
BTW: Please note that disk cloning is never 100% guaranteed! You may still
have problems in booting the newer drive. If you encounter this, then you
will need to do a repair re-install, providing you do not have a recovery
CD.

Windows XP home SP1a OEM. It was a never registered version I bought from a
computer shop that went out of business. Been a Windows XP user for about a
year now. Never had a problem with the software or my system until now. I
want to replace the hard the harddrive but I don't want to clone the old one.
I want to do a fresh boot and was just wondering if I need to call for a new
product code or activation code to do this.

You probably will not need to call.
Simply install normally.
If phone activation is required, the necessary number for your region will
be on the screen.

Just follow Jupiter's instructions below. After installing the
drive and installing Windows, "attempt internet activation. If
internet activation fails, choose the option to activate by
phone."
