Ok If I reseal at Phase 0 with the EWF enabled, do I have to commit
changes before I reboot?

If EWF is enabled when you do the reseal, then yes. You should run the
commit command before doing the reseal - the commit command just tells EWF
to commit the overlay at Shutdown.
