is it set to autohide the taskbar?
if so, hoovering your mouse over where it should be should make it appear.
If you accidentally resized it, you may see the resize arrow appear when you
move your cursor to the extreme bottom of the screen.
When the arrow appears, click and hold, drag the taskbar back to the size
you prefer.

It's called the "task bar."

You've probably shrunk its size down to zero. Try this: put your
cursor at the very bottom of screen and move it up and down
slightly until it turns into a two-headed arrow. When it does,
click and drag it upward to make it the size you want.

If that doesn't work, post back for more suggestions.

Restart explorer.exe by tapping Alt+Ctrl+Del, this opens up the Task
manager. In the TM open up the Processes tab and kill explorer.exe. Now
restart explorer.exe by choosing File -> Run and type 'explorer.exe' (no
quotes). I hope this helps.
Otherwise I think your explorer.exe file is corrupted somehow, to
resolve this you can open up a Command Window and type 'sfc /scannow',
you need your Windows XP CD to use this function.

Good luck!
