Right click an open area of the Taksbar.
Is there a check mark next to "Lock the Taskbar"?
If so, click on it. This should remove the check mark.
You should now be able to drag and drop the Taskbar back to the
bottom of the screen.

No, it's no different with a laptop. It will work. Be persistent,
and keep trying. Make sure you click *within* the task bar, not
on its edge. Almost certainly it got where it was because you did
this inadvertently.

By the way, it's not that the task bar "should be" on the bottom
of the screen. Although by default the task bar appears on the
bottom of the screen, it can be on any of the sides you prefer it
on. That's why this ability to move it exists.

Desktop or laptop, it doesn't matter. As long as you've turned
off "Lock the Taskbar" you should be able to move it to all
four sides of your display. I don't have a laptop handy but I
seem to recall that if you placed the mouse pointer in an open
area of your Taskbar you could then tap and hold down on the
touchpad and drag the Taskbar to any side. Remove your finger
from the touchpad when you want to drop it.

Marquita: If you verified that the taskbar is not locked try clicking way
over in the left side of the taskbar just to the right of the Start button
and to the left of the first icon's separator. When I want to move the
taskbar this is the only spot that will work for me. Let us know if this
helps. Good Luck. Stan
