How to make a HTTP request with telnet

Hello,
I would like to be able to produce this command under Windows :

telnet www.serveur.fr 80 <<EOF
GET /svri/?page=informer HTTP/1.1
host: www.serveur.fr


EOF

The only solution I found was to use wget.

But the problem is that I might not have the right to install wget on
every system on wich I would like to put my project.

telnet exists under Windows XP at the command prompt.

Also, the host you are trying to telnet into has to be configured to allow
you to make a telnet connection on that port.
Note: A good web/system admin will have configured a) the telnet service or
daemon to not even start (if they don't wish it to be needed), or b) as we
have done, changed the default allowed to something other than the default
and c) only allow it on the port that's been designated, with no others such
as 25 or 80 allowed.

I know telnet exists but I can't do this command with telnet...
