where did 'apearance and themes' go?

my win xp pro system was infected with a wicked popup/hijacker.It also
seems to have removed from Dislplay the 'appearence and themes' tab from
where you can change the wallpaper and other desktop settings.it
superimposed a black screen telling me my system was infected! ( no kidding)
and would hijack IE6 homepage and assault me with popups. I used a
combination of Killbox , the Cleaner and 'hijack this' as well as just
searching Windows, system and system 32 from the last modified files which
showed me what to delete , what wouldn't delete i used Killbox to delete
but unfortunately i also disabled system restore while trying to excise this
bug . Is there any way to recover the tab i lost from Display? I can still
set images as wallpaper ffrom the rightclik menu on an image . Will i have
go to the XP CD-ROM and let it refresh this or is there another way?

If you have XP Home, edit the registry

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System]
May also be located here:
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System]
Value Name: NoDispAppearancePage
Data type: REG_DWORD
Value Data: (0 = Tabs, 1 = No Tabs)

If you have XP Pro, use the Group Policy Editor to undo the changes.

The navigate here:
User Configuration > Administrative Templates > Control Panel > Display
> Hide Appearance and Theme tab
Select Not Configured.

Never mind. I found the solution;

Here is the answer to your problem. I had the exact same situation..

Go to Run --> regedit

Then go to: HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre
ntVersion\Policies\System

Look for the entries NoDispAppearancePage and NoDispBackgroundPage. If they
have 1 as their values, set them to 0.

Also, if there is a registry entry containg wp.exe in the same place I just
directed you to, delete it.
Backup your registry prior to doing this.
