Is there a way of keep a remote desktop open, so even if the use logs off the
terminal server the screen is still there for the next user to come and log
on?

When you want to quit the Remote Desktop session, use Start, Disconnect, instead of Start, Logoff. That keeps the current session running on the remote machine.

You could also just click the "x" in the Remote Desktop bar at
the top of the screen.
