Not allowed to change the Timezone within Windows XP Pro

Hai,

XP Pro SP1 in Active Directory Domain with GroupPolicys

I have a problem in changing the timezone. I can change it when I make a
user a local admin or poweruser on the PC, but when its a 'normal' user,
he/she is not allowed to change the timezone. This was also the case for
changing the time itself on the PC.

I fixed that via the GroupPolicy's. I have set that users are allowed to
change the local system time. That works, but it seems that is not the right
to change the timezone as well. Users are allowed to go tho the timezone
screen (under time and date settings), change it to a different time zone,
click ok, but when checking, its back to the original.

I am not aware of any GroupPolicy settings that have affected on Timezone,
and so, i am quite sure i did not lock it using policy's.

Does anyone know how to give a 'standard' user the rights to change the
timezone on a XP, if possible, via policy's ?
