Remote Desktop dropouts

We've been seeing very odd Remote Desktop dropouts. The most consistant way
to reproduce the problem is to reconfigure IIS to disable tracing on the
default webroot and apply the changes. After some churning, the Remote
Desktop disconnects and then reconnects. Looking deeper, we see that the
network connection is actually dropping and reconnecting.

Can IIS force all network connections to reset or re-enumerate or whatever?

Is there an API that will cause network connections to reset or
re-enumerate? We might be doing this to ourselves in some other situations,
and I need to do some code archeology.
