I'm new to this, but here goes

My Windowx Explorer sends me the error messages and shuts down any attempt
to open folders (apparently only those folders containing photos). However,
I discovered that hiding the error message or messages under the task bar
allows me to use my folders- completely. Not a solution, and not very
elegant, but until I can find a permanent solution, IT WORKS

What exactly do you mean by "hiding the error message or messages under
the task bar"?

I have tried typing in CMD and entering "netsh winsock reset". I'm not sure
if that solved the problem or not, because now if I activate either My
Computer, or Control Panel, or My Documents then collapse them NOT CLOSE, I
can then open and close any of the other two folders without any problems.
The collapsed folder then ans be opened and closed without the "windows has
encountered a problem and must close message". Also another problem with
control panel giving a "System 32/netsetup.cpl error occured" has been solved
by creating a netsetup, netsetup.org and a netsetup.cpl file under
Windows/System32.
