Apply Language Pack to Windows XP Embedded

I downloaded the xpesp1_lang_fr.exe and unzip it .
and imported in Component Datebase Manager ..

how should I apply language pack to Windows XP Embedded ?

I added
Language App Help MUI
Language ER MUI (or Japanese Err MUI)
Language Internet Explorer MUI (or Japanese IE5 MUI)
Language MediaPlayer Skins MUI
Language MediaPlayer Support MUI
Language Movie Maker MUI
Language PCHealth Help MUI
Language Search Assistant MUI
Language Shell MUI
Language Windows Media MUI
Language Windows Tour MUI
Language WM PRX MUI

anything else ???

Depending on what you are trying to accomplish you may need a few more components:
"French Language Support"
"International Control Panel"
"Regional and Language Options"

Set required options on the Language Support and Regional and Language Options components' Settings pages.
