finding program using a ~xxx.tmp file

some tmp files in a C:\documents and settings\user\local settings\temp
folder will not delete because it is "being used by another program" and to
please close that program. How do you find out what that other program is?

Hi,

Download Process Explorer from SysInternals (task manager on
steroids) and select "Find Handle..." under Find (or just use
the keyboard shortcut Ctrl+F). Fill in the file name.

Try removing it while running in Safe Mode.

Try deleting after a fresh reboot.

Find, download and install "WhoLockMe" utility. Then, right-click the file
name and select "WhoLockMe" option. It should tell you the
program/application/utility that is using the file.
