Something that uses that file is failing on startup. Do some clean-boot
troubleshooting to determine what the problem program is:

Clean Boot - http://support.microsoft.com/default.aspx?kbid=310353
and How to Troubleshoot By Using the Msconfig Utility in Windows XP -

You are wise to know your limitations. Don't mess about with your
computer if you are uncomfortable. As for HJT, you can post your log at
one of these sites for expert help (not here, please):

Otherwise, take your computer to a professional computer repair tech
(not your local equivalent of BigStoreUSA). There is no shame in doing
this; I don't hesitate to take my car to the mechanic when something is
wrong.
