Hi I was wondering if anyone knew how to make it so that when you right click
in the start menu, options will come up telling you if want to arrange your
icons or want a new folder etc. I try right clicking and nothing happens at
all. Any suggestions?

Try right-clicking in a blank space on your desktop. This should bring up all
the items you want to arrange.

Right click the Start button, select Properties, Customize. On the classic start menu, check the option for Enable dragging and dropping. For the new Start Panel, this option is on the Advanced tab.
