basically, add to that a "documents" folder, it points to "C:\Documents
and Settings\All Users\Documents"

been there, the User's documents folder is ok, the administrator's was
never used so doesn't exist yet, and the aforementioned "C:\Documents
and Settings\All Users\Documents" is inaccessible
