power scheme options how to look out or hide

Hi

As part of our new policy I am trying to force all machines 2000/xp to have
monitor 20mins and never/ never.
I wont to make this default and want user not to be able to change this
setting.
I would perfer not to diable the power control panel,just grey it out or
lock it.
Does any one know how to do this in the reg.
i have look at the powercfg in reg under SID and .defualt user.
