-Cannot change / select display settings/desktop properties - wind

I am unable to change/select Appearance and Themes or display
properties when I am logged in. If I rightclick my desktop to select
properties, I see a hour Glass cursor for while and then nothing
happens.
But If I boot in safe mode I am able to change display settings.
if I select Appearance and Themes thru control panel and click to
change nothing happens.
I also searched google and Microsoft foe KB articles, but I am not
successful in getting the above to work.
I appreciate if you can point me to an article or give me some clue to
solve the above.

I've got quite a few notes about this problem, which I'll give you
below. My first question to you though is - are you sure your computer
is 100% virus and malware-free? If you think so, how did you determine
this? The fact that you can change the display in Safe Mode indicates
that something is running/active in Regular Mode that is preventing the
display change there. You really need to determine the root cause. Most
commonly I would suspect malware, although the cause could also be a
third-party desktop and/or theme management program. If you are sure
your computer is clean, you might want to try some clean boot
troubleshooting:

Here are various notes about display-changing issues (you might only
need to do one thing):

If you can't enable desktop backgrounds after a virus, MVP Kelly Theriot
has a fix. Look under Wallpaper-Desktop-Disable Changing here:

If Display tabs are missing, run Kelly's registry edit on line 285,
right-hand side "Restore all display tabs".

Check to see if these Registry entries exist:

HKCU\Software\Microsoft\Windows\CurrentVersion\GroupPolicyobject\
{21A7BE9D-5027-49C1-B6F7-757B707E1C94}User\Software\Policies\Microsoft\Windows\System
If "GroupPolicyRefreshTime" and/or "GroupPolicyRefreshTimeOffset" are
there, then delete them.

HKCU\Software\Policies\Microsoft\Windows\System. If
"GroupPolicyRefreshTime" and/or "GroupPolicyRefreshTimeOffset" are
there, then delete them and then run the reg fix from Kelly's page.

A default wallpaper called wp.bmp may be set in
HKCU\Software\Policies\Microsoft\Windows\System created by the
smitfraud.c virus. Remove that and you will be able to choose different
wallpapers.

Again, let us know if you need more help than this. Since the notes
above include Registry editing, please be careful if you decide to do
that. Ask for help first if you are unsure about working in the
Registry!
