When I hit Control-Alt-Delete - nothing happens. No task manager appears -
nothing at all happens. Ran complete scan using Norten Anti-virus with no
viruses detected. Suggestions??

Can you run regedit or msconfig from Start | Run? If not this is
indicative of malware. There are several that can cause this including:

W32.Spybot.Worm
http://securityresponse.symantec.com/avcenter/venc/data/w32.spybot.worm.html

W32.Klez.Worm
http://securityresponse.symantec.com/avcenter/venc/data/w32.klez.gen@mm.html

W32.Yaha.Worm
http://securityresponse.symantec.com/avcenter/venc/data/w32.yaha.e@mm.html

Run all AV scans in safe mode. One option is to run Trend Micro's
Sysclean. Download Sysclean and the Sysclean signature file. Delete
the temporary internet files, turn off system restore, boot into safe
mode and run it. Then run your regular AV scan. Boot back into normal
mode and run a full AV scan with your normal AV program. Then turn
system restore back on.

Line 51, "Enable the Task Manager"

See the beginning of the page for info on running the edit.

This may help. Run #113 in the Left-hand column.
"113. Enable the Task Manager - Disable - Repair"

Be sure to read the top of the page so you know what you are doing.

This fix is for when the user gets a "This operation has been cancelled by your Administrator" type of error. The Task Manager not appearing is symptomatic of a virus or other malware infection.

See www.dougknox.com, Win XP Utilities, Create Emergency Copies of Critical XP System Utilities. Alternatively, locate Taskmgr.exe in the C:\Windows\System32 folder. Right click it and rename it. The name isn't cricial. The virus/malware infecting your computer is looking for TaskMgr.exe as a running process and immediately terminates it. Try varitions that don't include Taskmgr in the name such as ManagedTasks.exe or other.
