Weird unicode characters woes :S

I use Windows XP Pro SP2 English. I have installed Chinese (PRC) language to
be able to type PinYin Chinese unicode characters.

However, sometimes when I get files transfered via email, etc. the
characters come out weird. Even MiniLyrics program uses these weird
characters and act like they're normal.

刀郎-2002年的第一场雪

(above are example weird unicode characters). Is there any way to convert
them to PinYin?

Since we don't know what type of files you are referring to, and since this
