Is it possible to relocate program files w/o the install disks? And if so,
how?

My PCs came with XP Home recover disks and the distributors (Dell, Acer)
wouldn't provide install disks. I'm aware that relocationing can be done
using apps such as BartPE alongside of the install disks, but how about
without?

Relocating program files is not really the issue. The issue is to
make the numerous entries in the registry that are required for
a program to function correctly. You have two options:

a) Do it manually. It will take forever, and you will miss a lot.
b) Do it automatically with the application installation program.
