Is there a program running under Windows XP Home which can merge multiple
*.htm files into a single file including all pictures. Quite a number of
sites separate tutorials into many pages with links to successive pages
which do not work unless connected to the Internet.

Another option to look at might be (when viewing the site in Internet
Explorer)

Favorites > Add to Favorites > Check "Make available offline" > Customise

This wizard allows you to specify the number of "links deep" for the saved
offline content
