I need to reset my windows xp and I was told I might have a recovery
partition on the hard drive. How can I access this, if possible?

If Windows XP came preinstalled on your computer, you'll have
to consult your PC's Users Guide that came with your computer
or visit your PC's manufacturer's support web site for assistance.

The computer was custom built, do I need to ask the builder?

Yes. The "builder" should have given you the original
Microsoft Windows XP installation CD and Product Key.
