I know that my web browser is Internet Explorer but can someone please tell
me where exactly do I enter the IP address

In the address line. A meaningful URL like CNN.COM gets converted to a
numeric IP address anyway.

EG Microsoft is either

http://www.microsoft.com

or

http://207.46.20.30

Will a connection be faster if the actual IP address is given rather than
the URL name? Will the IP address work if the DNS server is down or do all
addresses pass through it? Is there an easy way to find out the IP address
for a page you are viewing?

Yes, yes (uhh), type nslookup www.microsoft.com

But it's only faster till the DNS server answers then both are same speed. It's more decreased latency.
