Picture and Fax Viewer - Annotations not Permanent

We receive multiple page tif files from a client and need to add & remove
text and block out areas and return the files in tif format. We used Imaging
for NT previously and are looking at similar products in XP. Picture & Fax
Viewer can do most of this, however the annotations are not "permanent" and
can be toggled off in other programs. Is there a way to make the annotations
permanent? If not is there a similar product included in XP?

If it's got to be included with XP try MSPaint.

The problem with MS Paint and similar programs (Photo Editor etc.), is they
cannot handle multiple page tif files, only 1 page is displayed. If there is
no application available in XP, we will use a 3rd party application.

In the case of third party, you can purchase the upgraded version of
"Imaging for Windows". Quite a few features added compared to what came
with Windows 2000 and the DOS Versions
