CD-RW and DVD drives not reading any media

I have a very strange problem, but I have seen others with similar problems.
Neither of the drives in my computer read cd's or dvd's. When you go into
the file manager you see a CD-RW drive and a DVD/RW drive. There are no
errors in the hardware manager for the devices. The error that I get when I
try to open a cd or dvd is 'Disk is not formatted' 'Windows cannot read from
this disk. The disk might be corrupted, or it could be using a format that
is not compatiable with windows....
I have disconnected the devices, swapped out the devices, reloaded the
software.
Now here is the kicker, this started with I upgraded from Windows 2000 Pro
to Windows XP Pro.
Any help would be appreciated.

Similar problem, but different. Mine will read audio CD's, DVD's and data
CD's, but will not recognize the drive when a blank CD is inserted in either
drive. Roxio also does not recognize drive. I can write audio CD's using
Windows Media Player, but cannot write any data CD's. The typical "what do
you want to do?" with this disk never pops up for a blank CD, yet it works
for a blank DVD. A friend also has the exact same problem.
