Windows Dock awkwardly on my desktop

I have Windows XP SP1, and I have an unusual problem when I open windows on
my desktop. I use an RDP connection often as well and minimize that window
while working in other applications on my desktop. For example, I will
minimize an RDP connection window. When I minimize the window and open
Outlook, I will see Outlook open on my desktop, then when I double-click to
open an email, the email window doesn't appear on the screen but will appear
in the taskbar; it hides behind other windows. If I click on the window in
the taskbar to open the email window, it doesn't open full screen until I
minimize all the other windows on the desktop to get to it. This is very odd
behavior and it happens intermittently. Does anyone have any ideas on why
this might be happening? I notice it happens most often when I minimize my
remote desktop connection window and then go to work in other applications on
my desktop. It seems as if a new window is hiding behind all other open
windows on my desktop
