IP Address Change - WINS not working

I have 3 machines that exhibit the following:
The IP address is set statically for the existing network. When we attempt
to change the ip address and set it to DHCP (New network) or to set it to a
new static address, WINS will not function. DHCP seems to work correctly on
other machines that were reimaged completely. Any help would be greatly
appreciated.

Services, DHCP is it set to Automatic ?

If I set it for DHCP it exhibits the same symptoms as another static address.
