win32:unable to shutdown

i'm not able to perform a remote shutdown, using the manager or the
(shutdown) from the cmd.
when choosing the computer and right-clicking it to properties a mesage
saying:
win32:access is denied
i'v loooked in the security policiy for the shutdown from remote desktop and
enabled it to the users which are coming from the network and to specified a
computer from my workgroup to do the job, so i made it exacte that i want
this pc to shutdown the computer, i also added the network group and the
computer from the workgroup to the shutdown system in the same security
policiy what seems to be the problem then.
