Privatizing Files Slows Down My Computer

On June 2nd, when I changed my user account so it would ask for a password
at startup, it gave me the option about "Privatizing Files"...well, I clicked
that, and then the process froze, so I pressed CTRL+ALT+Del to get rid of the
gray box. Well, I restarted, the BIOS was loading a list of prompts, and for
some reason, the desktop loads up at a much slower rate. I did a System
Restore for the date June 1st, and I'm not sure if my files were
"de-privatized". Is my computer back to the way it was before COMPLETELY?
If not, how can I fix this problem? Any help will be appreciated.

- Thank you, Rick
